[biblio] TeX conflict between bibtex.web and webmac.tex

Hi,

In its current form, BibTeX's source code can not be woven stand-alone
with current WEB and TeX'ed, because of "active character 'E'" (line 75)
and the collision with macros '\E', '\ET', and '\ETs' in 'webmac.tex.

I am aware that TeX implementers worked around this bug in 'bibtex.ch'
for at least 15 years, but I want to ask for lines 70--77 of
'bibtex.web' be removed for good.
