[metapost] Unable to make mpx file

Hello,

I am trying to compile a rather trivial metapost figure but whenever I
mp'ing it is says:
Unable to make mpx file.

This does not happen in other more involved figures.

What am I doing wrong?

I use WinEdt and run: mp foo.mp,  TeX foo.tex, etc.

I am using the old
\input epsf, $$ epsfboxes$$ -->{foo.1}, and dvipm/
