(using the `-format=tex' flag of kpsewhich to force interpretation of
the `.enc' suffix as a tex file).

/usr/local/home/sx0005/TeXLive/TeXLive/texmf-dist/tex/latex/CJK/CJK.sty

> Is the error message correct? It can't find CJK.en (?)

Yes!  This is the very mystery!  How is the final `c' dropped?  Typing
in `CJK.enc' makes latex continue.
