[tex-live] double T1-WGL4.enc

The file T1-WGL4.enc appears twice in the TeXLive tree, namely in

  texmf/fonts/enc/ttf2pk/base/T1-WGL4.enc

and

  texmf/ttf2pk/T1-WGL4.enc

Similarly to the SFD files, the latter should be removed.

BTW, in case I want to do this by myself -- my CJK update is near --
which TPM file shall I edit, and which are created automatically?  And
where is this documented?  What do you think of adding README files to
the various `tpm' directories, saying that the contained files are
`generated automatically', or `changes should be applied here', etc.?
