Are you or anyone here in a position to report this bug to cygwin?  TeX
has been using getline for 20+ years, it's rather annoying to have a
name clash now.

They may not be excited about changing it, though, since I see the
change was made in 2002.  I guess no one has tried to compile TeX
between then and now, or didn't bother to report the problem if they
did.  Sigh.
