I'm going to dig through the archives to find statements by DEK
I recently ran across yet another place where DEK pretty clearly stated
his wishes:

In particular, DEK writes:
As stated on the copyright pages of Volumes B,
D, and E, anybody can make use of my programs in
whatever way they wish, as long as they do not use
the names TeX, METAFONT, or Computer Modern.
Although this does not match the statement at the beginning of tex.web,
I am happy to take it (rather than tex.web) as definitive. I think it
really is what Knuth wants. I.e., it's fine to hack tex.web.
BTW, DEK also said that "derived" names (such as fooTeX) are ok, as
reported by Nelson Beebe:
