[tex-live] Search path order problem.

    As you can see, we have /usr/local/texlive/2007/texmf/tex/generic//
    before /usr/local/texlive/2007/../texmf-local/tex/generic//

    What is the idea behind that?  Why would the local paths come behind
    the system paths?

I am not sure why texmf-local comes after texmf (it does come before
texmf-dist).  It's been that way forever.  It came from teTeX
originally, as best I can tell.

By coincidence, I just noticed this today for a completely different
reason, and asked Thomas about it.
