[tex-live] makeinfo

I think I have installed TeX Live 2007, 2008 and 2009 on respective
Ubuntu versions, once maybe twice each year and I've never encountered
the non-installation of makeinfo.

I've installed and uninstalled TeX Live 2009 twice now and I'm trying a
third time.  I've looked at known bugs, googled the issue, searched the
archives ... um, anyone's crystal ball got an answer for me??
