[tex-live] Is tlmgr 2008 now completely unusable?

I have enormous sympathy for the original enquirer, but
what is not clear to me (at least) is why he cannot install
the XeTeX package from the original TL-2008 DVD.  No-one
seems to have suggested this as an option ...
