[tex-live] reliability of ~/texmf in TeXLive and other distros?

	--var-value 
is quite new. I would use
	--expand-var ...some incantation...
because that makes sure that MikTeX and older TeX Live also can be
used, AFAIR --var-value is not implemented there.
