Well, imagine someone in original texlive to add a format to
fmtutil-local.cnf
with the same name and same engine, but some slightly different parameters.
Normally the second -- which would be the one from -local -- would win.
That *can* happen with TeX Live upstream, too, and is allowed.
True we could detect it and warn it, I can scratch together a patch for
that warns on duplicate format/engine combinations, but we should
not ignore them, since they might be on purpose.
