do xelatex/lualatex analyse all possible encoding signifiers? (this is
a serious question: i've no idea.)
how do these encoding signifiers get into generated .sty files?
aiui, the only minimal encoding we have, that can be recognised in all
engines by default, is ascii+licr.
iso 8859-1 (or -15, as in yvon's files) is inconsistent with utf-8,
which is what the modern engines use by default.
