That is btw documented in many places, that after installation from
the DVD you should switch to a different installation repository.

You can call
tlmgr postaction install shortcut texdoc
on the client machine, or add it to the w32client script.
(Please see the man page of tlmgr, or the output of tlmgr help for the
"postaction" action documentation)
