[tex-live] Restoring from a backup to TEXMFLOCAL?

Hi,

is there an option for tlmgr
to restore a backup-ed package into
the *TEXMFLOCAL* directory?

my question is motivated by this:
when a package turns into
obsolescence or other problems and is
removed from the TexLive distribution,
and a user absolutely wants to resurrect  
it without having to download from CTAN
and follow all the installation steps (fonts...)

a simple way is to 
restore the backup done at the time of removal
from texlive distribution

but this puts it in yyyy/texmf-dist

what then when yyyy becomes yyyy+1?

so I would rather prefer to restore
such a «legacy» package  to TEXMLLOCAL
if possible
