[tex-live] Packages with non-free catalogue-license

We've noticed that several packages that are included with TeX Live
2012 are labelled with a non-free catalogue-license in texlive.tlpdb.

   mxedruli
   nature
   oubraces
   outlines
   plain-doc
   subsupscripts

nosource:
   biblatex-swiss-legal

other-nonfree:
   sphack

Looking at the corresponding CTAN pages of these packages, I see that
all of them are marked as having a different (free) license; often
this information was updated during the last few months.

So I wonder, does TeX Live really include non-free packages, or is
texlive.tlpdb just outdated?
