[tex-live] Problem with XINDY_SEARCHPATH

The manual seems to be wrong. In the present xindy, xindy.run or
xindy-lisp.exe understand XINDY_SEARCHPATH. However if this is
set, it must be complete. No subtree searching is done.
And it seems that the built-in search path is not added to it.
The built-in search path is used only if XINDY_SEARCHPATH is not defined.
Usually it may be sufficient with
XINDY_SEARCHPATH="./xxx:/your-texmf-dist/xindy/modules:/your-texmf-dist/xindy/modules/base"
since partial subtree searching is done in xindy.pl.
