[tex-live] [pretest] Windows: can't compile documents, permission problem

It's the file. I have only a restricted understanding of file
permissions, but here's what I get out of explorer:
Directory c:\texlive\2015\texmf-var\web2c\tex has the following
permissions set for group 'Benutzer' (Users):
Read, Execute +
List directory contents +
Read +
Those permissions look quite ok to me and the group name sounds very
familiar.
After installation format c:\texlive\2015\texmf-var\web2c\tex\tex.fmt
has no such permissions for group 'Users'. I think this is the culprit.
After running icacls the following permissions are set on the file for
group 'Jeder' (Everyone).
Read +
But those permissions are lost as soon as 'fmtutil-sys --all' is run.
I tend to think permissions for group 'Users' instead of 'Everyone'
should be preserved on format files.
