Incorrect permissions on new packages

Hey fellas,

today I installed a few packages that I needed for a new template but I 
kept getting the error that the package was not installed. After looking 
a bit into it I realized, that for some reason all new packages had the 
permissions set to 0700, while the other packages had 0755 (i mean the 
directories of the .sty files).

I am not sure if the cause lies with 'tlmgr' or something else, but just 
wanted to drop in to let you know of it.
