tl2020 pretest begin

I could today install texlive 2020 pretest completely, but I had to do
two attempts.

The first failed after downloading all packages but did not finish the
postdownload activities for unknown reasons.

For the second attempt, I firstly installed a minimal texlive 2020 and
then used tlshell to expand it to all collections and schemes. Both
parts did work smoothly on my win10 desktop.
