Hi Uwe - it looks strange, but isn't. lualatex-doc and lualatex-doc-de
are two normal packages. (see their entries under https://ctan.org/pkg.)
They might as well be named foo and bar, as far as the TL package system
goes.

As for why the "almost empty" foo.tar.xz exists, there has to be a place
for the package metadata, and it must always be present. The .doc. and
.src. tarballs correspond to the "docfiles" and "srcfiles", and they do
not exist if the person doing the installation chooses to omit them.
