Strange. For context, this should be
$TEXMFVAR/luatex-cache/context/...../formats/luatex

The engine for context mkiv is luatex. It is not luahbtex.

No. luatex is an independent binary and should not be linked
to luahbtex.  The engine of context mkiv is luatex.

I think this is not correct. luajittex is an independent binary and
should not be linked to luajithbtex.
