Well, that idea also failed.  I created a user "TeX Live", re-ownered 
everything under C:\TeX\Live\2020 and C:\TeX\Live\TeX-MF to "TeX Live", 
then started "tlshell.exe" as "TeX Live" :

> C:\TeX\Live\2020\bin\win32>runas /user:"TeX Live" tlshell
> Enter the password for TeX Live:
> Attempting to start tlshell as user "FUJITSU-CELSIUS\TeX Live" ...

Again, ERROR on "Update all".
