Broken TeX Live 2019 Installation

(1) When I ran the command
mktexlsr
in cmd.exe. It shows
"Cannot open D:Programs/texlive/texmf-local/ls-R to write
Cannot open D:Programs/texlive/2019/texmf-config/ls-R to write
Cannot open D:Programs/texlive/2019/texmf-var/ls-R to write
Cannot open D:Programs/texlive/2019/texmf-dist/ls-R to write
mktexlsr: Done."

(2) Yes, there is a file fmtutil.cnf in
d:/Programs/texlive/2019/texmf-dist/web2c.

(3) The default allowed permission given to d:/Programs/texlive/2019/texmf-var
is
Special permissions.
