[EXT] Re: [EXT] Re: Broken TeX Live 2019 Installation

When I went through the information from Settings > Accounts > Your info,
it says that I am the Administrator. Regarding "Creator/Owner," I cannot
really tell because I do not know what this means.

I have two other questions though.
(1) Does this issue arise because I installed Tex Live 2019 in D:\?
(2) If I installed it using the default location, will this issue still
occur?
