Assistance Required for TeX Live Installation Issue with Proxy Configuration using generic mirror.ctan.org url

I know this is totally unhelpful, but when basic internet connectivity is
broken by
a malfunctioning intermediary proxy, perhaps the only reasonable solution
is to
fix the proxy.
It's the 21st century. SSL/TLS is not rocket science. I cringe to imagine
living in
a world where you can't even get reasonable connectivity. Are you located
in a
country where the government is restricting access somehow? Do you need
help
escaping?
