[tex4ht] tex4ht and utf8 / -cunihtf-option doesn't work.

No, it doesn't work for me either. I can only confirm that it worked
in miktex 2.8. And the anouncement of tex4ht changed:

2.8:
tex4ht 2009-01-31-07:33 Windows MiKTeX

2.9:
tex4ht 2009-01-31-07:33 Windows kpathsea
