I am so sorry for being incommunicado  for a few days as there was a
crisis in a project at work which is now sorted out. I am back to
TeX4ht support again.

Have attached a test.zip which has

joanna.tex => source
joanna.html => output
joanna.css => css
joanna.pdf => pdf output to compare
biblatex.4ht => TeX4ht package for biblatex

I have used biblatex.sty ver 1.6 and the TeX4ht from TeXLive. Hope
this should sort out the problems. Once I get your positive nod, I
will update svn.

for all the troubles in this regard.
