Details:

See attached file. When run with

latex test.tex

there are no errors and the output is as expected with a tag of * against the
equation.

When run with

htlatex test.tex

the following error occurs

"! Package amsmath Error: \tag not allowed here.

See the amsmath package documentation for explanation.
Type  H <return>  for immediate help.
 ...                                              
                                                  
l.8 x=y\tag
           {*}"

and no tag shows in the output.

This is on Ubuntu 14.04 with up to date versions
