[tex4ht] [bug #375] htlatex fails in Ubuntu Bash on Windows 10

Follow-up Comment #2, bug #375 (project tex4ht):

Thanks for the report. Unfortunately there are many portability and other
problems with the shell scripts; this is just one of them. Regenerating them
is unfortunately not simple. Maybe one day we will manage to get that done,
but for now, just have to use bash or another shell that understands export
var=val, or make4ht as Michal mentioned ... --sorry, karl.
