The `arydshln` package seems to clash with TeX4ht. From quick look at the
source code I can see that it redefines \hline and \cline commands among
others, so I am not really surprised that it doesn't work. 

MWE:

\documentclass[12pt]{report}
\usepackage{arydshln}    
\begin{document}
\begin{tabular}{|l|l|l|}\hline
text 
& text 1
& text 2
\\\hline
\end{tabular}    
\end{document}
