[tex4ht] [bug #513] Missing vertical space after first paragraph in lists

Follow-up Comment #1, bug #513 (project tex4ht):

Hello Ulrich,

thanks for the report. you are right, paragraphs are not started for the first
paragraphs in item environments. I will update that in TeX4ht sources. In the
meantime, you can try the attached .cfg file.
