[tex4ht] failure with "Illegal storage address" error

I wonder if this is another instance of the bug recently reported that I
fixed in the current tex4ht/TL sources (the fix was trivial).

Akira: since Ulrike uses Windows, maybe you could compile a new
tex4ht.exe with the current Build/source/texk/tex4htk/tex4ht.c
and commit it? (Ulrike's original msg is at

if you want all the context.)

The changes don't depend on anything else, just simple local memory
protections, so if you compile the current sources, the resulting
tex4ht.exe should be committable to Master, as far as I can imagine.
