[texhax] cam.ctan.org (ftp.tex.ac.uk) failed

due to a little local difficulty, the machine serving the cambridge
ctan site was down for a while this afternoon (11 nov 2003).

now that it's back up, the ftp server is not working.  i'm struggling
with the problem, and will report progress as soon as there is any.
(the rsync server appears to be working.)
