Agreed. The one thing I want to mention here is that (arguably) some 
(maybe only a small percentage?) of the high-level discussion / 
development has gone off to Context, which has at least one list 
dedicated to it which I've been meaning to look into.

That's probably not going to happen until someone comes up with a 
LaTeX-compatibility module for ConTeXt.

Or, someone comes up with a better, more concise, human-authorable 
document-markup language / scheme than LaTeX.

I will mention in passing that the LaTeX list has been mighty quiet of 
late, but has seen some fairly high-level discussion in the past, so 
seems the best place to my mind to discuss package development if one 
wants a list instead of comp.text.tex.
