The most reliable method is probably to use the babel approach. Here's a
LaTeX solution:
\documentclass[a4paper]{article}
\usepackage[irish]{babel}
\makeatletter
\initiate at active@char{"}
\addto\extrasirish{\languageshorthands{irish}}
\addto\extrasirish{\bbl at activate{"}}
\addto\noextrasirish{\bbl at deactivate{"}}
\declare at shorthand{irish}{"-}{\nobreak-\bbl at allowhyphens}
\makeatother
\hyphenation{pent-a-none}
\begin{document}
\noindent Some text without particular meaning leading up to the
breakpoint: 3"-pentanone is hyphenated correctly.
\end{document}
