[texhax] Operators before a matrix

Runnign TeXlive on Windows machine

This is probably a simple matter, but I checked both the LaTeX
companion (2d ed) and Math into LaTeX, and didn't see it.

I know how to typeset a matrix using the matrix environment. What I'd
like to do is place expectation and variance operators (large E or V)
before the matrix.
