[texhax] redefinition of \= does not get into footnotes

\footnote issues a \@parboxrestore (deep down) which reverts \= to it's
original meaning (in the core). The reason you ask? The tabbing
environment.
So you'd have to also do a
\makeatletter
\let\@acciii\=
\makeatother
after redefining \= in your preamble.
