[texhax] 2 quick queries

1) Am wondering about the proper way to write out double-quotes. I notice in 
TeXnicCenter it converts to "`     "'. This seems fine compiling under 
TeXnicCenter. However when I use my university pdflatex linux command it 
literally displays "`    "'.

I notice some other latex compilers use \" and some \double-quotes or 
something.

2) Same problem regarding greater than symbol. What is the proper command to 
display "greater than"?
