[texhax] Eplain 3.0 announcement

I am glad to announce a new Eplain release 3.0, which can be
downloaded from

  http://tug.org/eplain/eplain-3.0.tar.gz

or from CTAN hosts under macros/eplain/, for example

  http://www.ctan.org/tex-archive/macros/eplain/

Eplain home page is at

Eplain can now create hyperlinks in PDF files (with pdfTeX
and dvipdfm), and load some LaTeX packages:  graphics,
graphicx, color, autopict, psfrag, and url are known to
work.  For more news, see below.
