Try, in your preamble,

	\makeatletter
	\@addtoreset{figure}{section}
	\makeatother
	\renewcommand\thefigure{\thesection.\arabic{figure}}

or, especially if you already use {amsmath},

	\usepackage{amsmath}
	\numberwithin{figure}{section}
	\renewcommand\thefigure{\thesection.\arabic{figure}}
