Sorry, missed the Windows requirement.
Best (free) program there would be InkScape (http://www.inkscape.org)
Alternatives would be ZonerDraw v3 ( http://www.zoner.com/download/ )
or Mayura Draw (not free, low-cost shareware), ( http://
www.mayura.com/ ) or you could try Serif's drawing program (they
provide an older version free) or dig out an old copy of CorelDRAW or
Illustrator.
