Sure, tex itself needs only the tfm. But the postprocessor (dvips?)
needs to know the which real font it should use. So you should
install the map for this postprocessor. How depends on your system
(I already have the latin modern fonts installed so I even don't
need the \pdfmapfile command). Modern systems use updmap for the
installation of map-files.
You can also use e.g. the ec fonts:
\font\test=ecrm1000\test

On windows I can input it by activating the "num" key and then
ALT+0171 on the numeric keyboard. But in general I use a short cut
I have defined in my editor (winedt).
