Don,

We did something simular for "listings" -- chunks of
code etc.  The style file we produced lets you
add a caption to a listing (usually displayed in a "figure"),
and lets you produce a "list of listings " (like
a list of figures) in the prelims.

The style file is at:
   http://uit.co.uk/sites/localhost/files/uitlistings.sty

(This wasn't intended for public release, so you'll probably
have to tweak it, but it will give you a very good idea of what
you need to do.)
