Why don't you do:
	h:
	cd \tex\live\2009\mirror
	install-tl ...

or
	h:\tex\live\2009\mirror\install-tl.bat ...

BTW, what is that -local . an argument for? It is AFAIR not an argument
that is supported by the installer.
