Really? Where? Or is this a confusion with german.sty/babel-german, where 
the double quote """ is active and has "`" or "'" as argument to generate 
German double quotes? -- In the meantime I misread your sentence as

     You might even see ``' and `'' begin used.

quoting single quotes using single quotes ...
