section.sty is last date-stamped 1994, so it dates from the pre-hyperref
era.

such old packages (i was recently asked about one of mine) often fail to
work with hyperref -- looks like section.sty is one of them too.

however, you're not stuck with section.sty;

lists other options; i would recommend using titlesec.sty, nowadays.  (i
would be pleased to hear of better alternatives -- it's a part of the
faq that is overdue for revision.)
