Do you mean the actual number given in the caption, or the number
when referring to the caption with \ref?

Here your label refers to the enclosing section, not to the
figure number, because the font change has limited the scope
of the "current reference". You need to put the label command
inside the caption text, or immediately after the end of the
caption (before any other } or \end).
