[texhax] \pagebreak not as documented

According to both the Latex book and the companion, \pagebreak0 ought to 
suggest this might be a good place to break.  Instead it does break the 
page and prints a 0.  What is going on?

What I am actually trying to do is to have a bunch of paragraphs, each one 
not broken across a page break, with as much space at the bottom as needed 
to ensure this.  They are each 9 lines long.  What is the easiest way to 
do this?
