The one-hat version also typesets the material in the main text, whereas
the two-hat version creates a `silent' index entry, i.e. not directly
related to something in the main text.

I don't know how \char works in XeTeX, but in LuaTeX you normally map
your fonts on Unicode, so that \char<number> should typeset the character
with codepoint <number>.
