[texhax] Unicode Replacement Character/Glyph in Standard TeX

the above assertion is incorrect, these packages are necessary.  I thought they weren't because when I deleted them from inclusion in my LaTeX file, everything worked fine and just the same.  Turns out they were already being loaded by other packages being included.
